An extremely important work, especially in comparison with the report of the Commission on the Socio-economic Conditions of South Africa's African Reserves, which was appointed by Hendrik Verwoerd in 1951, under the oversight of Professor Frederik Tomlinson. The latter report served as the basis for South Africa's notorious apartheid homelands policy, while Brookes and Hurwitz adopt a more liberal approach. "This study of the Natal Reserves is published as a part of the Natal Regional Survey undertaken by the University of Natal. It supplements the valuable ninth report of the Social and Economic Planning Council, with which it is in general agreement, but to which it adds much more detail on the Reserves of Natal and Zululand, together with the results of other research undertaken since the Planning Council reported in 1946. The report of the Commission on the Socio-economic Conditions of the Reserves is not at the time of writing available to the public. A comparison between the general conclusions independently reached by the Commission and ourselves should be of considerable interest. ... We have not sought to be propagandists for or against any theory, but rather to present the position as objectively as possible. At the same time we have not shrunk from expressing our opinions strongly and clearly when the facts themselves seemed to demand it."
