Pages are clean and intact except for light age toning, occasional foxing or spots of discoloration, several small dampstains limited to margins along edges, and some chipping and splitting along spine. A Very Good copy. A speech about the Mexican-American War that was originally delivered before the United States House of Representatives on May 3, 1848 by William G. Brown, Sr. (1800-1884), an American lawyer and politician. He served as a U.S. Representative from Virginia from 1845-1849 and as a U.S. Representative from West Virginia from 1863-1865. He was a Unionist Democrat and is notable in the history of West Virginia for being one of its founders. In this speech, Brown adamantly supports President James K. Polk and U.S. involvement in the Mexican-American War. Much of Brown's address openly criticizes the Whigs and points out their apparent hypocrisy at voting in favor of prosecuting the war yet backing out and subsequently opposing its prosecution. He compares the Whigs to the bygone Federalists. Brown instead places the blame solely on Mexico for starting the war. He tries to vindicate Polk for "unconstitutionally" and "unnecessarily" war, a charge forwarded mostly by the Whigs, by stating that only Congress has the power to declare war and arguing that through the separation of powers, Polk was simply leading "the dogs of war" that were "let loose" by Congress..
