Pages are very clean and intact overall except for light age toning, slight offsetting throughout from printed text, small occasional spots of foxing, and small occasional stains. A Near Fine copy. A speech originally delivered before the United States House of Representatives on July 25, 1848 by Harmon S. Conger (1816-1882), an American lawyer and politician. Conger served as a U.S. Representative from New York from 1847-1851. He was first elected as a Whig but later became a Republican. In this speech, Conger expresses support for a bill that would form a temporary government for Oregon Territory with the stipulation that slavery would be banned there. He addresses the ongoing controversy about the admittance of free and slave states. Early in his speech, Conger states that the only reason the bill is not unanimously supported is because it contains the clause about outlawing slavery in Oregon Territory. Opponents to the bill had apparently made the main argument that Congress does not have the authority to legislate in the territory. Conger counters this claim by referring to past arguments by other politicians, including James Madison, in which it is confirmed that Congress does indeed have the right to legislate in American territories..
