(Mendelssohn II, p. 670) "In 1856 [John] Scott (1814-1898) was appointed to the post of Lieutenant-Governor of Natal, charged with introducing the royal charter of 1856, which granted representative government, and with putting the new constitution and its elective parliament into operation. ... Natal's initial impression of Scott was that he was obstinate in the extreme and was unwilling to allow Natalians to give proper expression to the new constitution; that he had no understanding of representative institutions and even less sympathy with them. In the Natal Parliament there were consequently serious differences of opinion between the representatives of the people and the Lieutenant-Governor. This conflict of opinion concerned particular tribal titles to land inhabited by the Bantu, the question of the control and allocation of £5000 from the colonial revenues reserved by the constitution for 'Native purposes', and the payment and the control of Natal's public servants." - DSAB II, p. 642.
