Pages are clean and intact overall except for light age toning, splitting along spine, a few small closed tears along extremities, and a brown stain measuring about 3/4" x 5 1/2" in upper part of fore-edge that appears throughout entire pamphlet (some text is affected). A speech originally delivered before the United States House of Representatives on January 11, 1848 by Abraham Watkins Venable (1799-1876), an American lawyer and politician. Venable served as a U.S. Representative from North Carolina from 1847-1853. He was a Democrat. In this speech, Venable discusses the "right of the General Government to prosecute schemes of internal improvements within the States" and addresses matters such as a road construction and civil engineering projects as well recent events resulting from the Mexican-American War. He generally defends the war and references Zachary Taylor on multiple occasions. Taylor likely figures significantly in Venable's speech due to the impending 1848 presidential election in which Taylor, the Whig nominee, would defeat the Southern Democratic nominee, Lewis Cass, and third-party candidate Martin Van Buren..
