Pages are clean and intact except for light age toning throughout, small occasional spots of foxing or discoloration on rest of pamphlet, and moderate chipping and splitting along spine. A Very Good copy. A speech that was originally delivered before the United States House of Representatives on April 25, 1848 by William W. Wick (1796-1868), an American lawyer, judge, and politician. He served as a U.S. Representative from Indiana from 1839-1841 and 1845-1849 and the 2nd Secretary of State of Indiana from 1825-1829. He was a Democrat. Notably, he proposed an amendment that would extend the line established by the Missouri Compromise to the Pacific Coast so new slave states could be admitted. In this speech, Wick discusses the subject of "privilege" which likely relates to rules and procedures in the House of Representatives. He proceeds to summarize the political beliefs of himself and his constituents. Among their beliefs are that slavery is an "unnatural, oppressive, and unmitigated wrong" but that slaveholding (especially if inherited) is not necessarily wrong. Wick does not believe that the expansion of slave territory means an increase in slavery. He also argues that Congress does not have the power to authorize or prohibit slavery in any U.S. state or territory. Wick addresses the Wilmot Proviso and like anti-slavery legislation in a fictional anecdote of an "ugly" horse whose owner imposes him upon all who cross his path. Wick likens federal anti-slavery laws to this horse and is saying that Northerners have no right to impose abolitionist legislation upon Southerners. He makes several statements to depict Northerners and Southerners as equals. Wick defends the existence of slavery in the Southern states as it is because he argues that the present slaveholders have only inherited the slaves and that their ancestors are the ones who committed the crime of enslaving people. He accuses Northerners of ignoring the fact that their forefathers brought slaves to the U.S.. Book. Book Condition: Very Good. Binding: Soft cover
