Thomas Willing Balch (1866-1927) was the son of famed historian Thomas Balch. The younger Thomas wrote several works on the Alaska border and Canadian-American relations. In this work he outlines the history of Alaska-Canada border disputes between the United States and the United Kingdom. At the end he expresses the opinion that " by no possibility has Canada any right to territory touching tide water above fifty-four degrees forty minutes. The United States should never consent to refer such a proposition to arbitration."
