Say, 84, a retired captain in the Navy Reserves who was a Washington representative for public agencies and private firms for more than 25 years, died Wednesday at his home in Alexandria. He had cancer. Capt. Say was born in Santa Paula, Calif., and reared in Portland, Ore. He attended the University of Oregon. He served as an Army enlisted man in France during World War I. In World War II, he was a Navy security officer and worked on press censorship for the Normandy invasion and later in the war served on the censorship staff with the Pacific Fleet. He was recalled to active duty during the Korean conflict and was stationed at the Pentagon. Between the world wars, he was a reporter and editor with the Portland Oregonian and the Oregon Journal and served as head of the travel information department of the Oregon State Highway Commission. After World War II, he was a Washington representative for the Portland, Ore., Chamber of Commerce, the Portland Public Docks Commission and a utility company and iron and steel firm before retiring in the 1970s. For the past several years he had edited "Torch," a publication for veterans of World War I. Capt. Say was a member of the Veterans of Foreign Wars, the American Legion, the Retreads, the Army and Navy Club, the National Press Club, and American Balloon Corps Veterans.. Manuscript.
