A speech originally delivered before the United States House of Representatives on June 29, 1848 by Richard French (1792-1854), an American lawyer and politician. French served in the Kentucky House of Representatives from 1820-1826. He later served as a U.S. Representative from Kentucky from 1835-1837, 1843-1845, and 1847-1849. French was a Jacksonian during his first term in the U.S. House of Representatives and a Southern Democrat during his last two terms. In this speech, French defends the institution of slavery in American territories by arguing that slaves are private property. He uses the clauses in the Constitution that protect the absolute rights of human beings which are the right to personal security, the right to personal liberty, and the right of private property. French also expresses concerns for the stability of the Union over the controversy of slavery and the debate over free and slave states.. Book. Book Condition: Very Good. Binding: No Binding
