In 1907 he moved with his family to the village of Dewey Rose, Georgia. In 1920 he went to Madison, Georgia and entered the Eighth District A&M school where he graduated in 19 21. In the summer of 1921 he traveled in North Carolina selling books and bibles. He returned to Georgia and worked for about three years in the Atlanta Post Office. He worked for 23 years in the wholesale grocery business in Elberton, Georgia and in 1946 he formed Haley Sales Agency, a brokerage business selling to wholesale grocers.
