In the present piece, he presents his scathing yet under-stated opinion of the strengths and resolve of the Italians, and appeals to the world to crush Mussolini and Fascism immediately, in Spain, where the Italians had been conducting air attacks. From Hemingway's introduction, "Italian fascism is a bully's bluff, the romantic thinking of a people who want to be heroes but aren't brave, who want to play soldiers but fear to die, who are terrific in attack until opposed, and then uncatchable in retreat. The way to avoid the world war is to end it where it has begun, in Spain, by smashing world fascism's weakest link, the beatable Italian military machine."
