The front cover of one issue states, "The aim of this magazine is to seek for that which is best for the municipality, and to give publication to those things that will aid municipalities to achieve their highest destiny." Topics include funding, taxes, infrastructure, implementation of new laws, and the like. Editor Haven A. Mason was also a community activist and the city clerk of Santa Clara. Mason and Ben Lamborn, City Clerk of Alameda, played key roles in organizing the League of Municipalities in 1898. The League of Municipalities was inspired by the National Municipal League, which was a citizens group that had been founded in 1894 to fight city corruption. The League of Municipalities still exists to this day as the League of California Cities with the main office located in Sacramento. Most of California's 482 cities are represented in the League. The Contents in this issue: "Public Ownership and Business Methods," "Where Good Work Can Be Done," "Not an Easy Undertaking," "Some Statistics on Street Sprinkling," "The Imperative Mandate," "Two Other Charters," "Some Good Points," "The Next Convention," "Public Utilities in San Francisco Under the New Charter," "Sewage Purification," "Cost of Street Sprinkling in Certain Cities," "Curiosities of Municipal Ownership," "Public Playgrounds," "Dusty 'Dustless' Roads," "Uses of a Municipal Lodging House," "Women as Germ Scavengers," "What Cities Tax Telephones," "Some Tax Rates," "A Park With Novel Features," "County Licenses in Cities," and "What the Cities are Doing.".
