Pages are clean and intact overall except for moderate foxing throughout, the almost completely separated leaf, and moderate chipping and splitting along spine. A Good copy. A speech that was originally delivered before the United States House of Representatives on August 7, 1848 by Kinsley Scott Bingham (1808-1861), an American lawyer and politician. He served as a U.S. Representative from Michigan from 1847-1851, the 11th Governor of Michigan from 1855-1859, and a U.S. Senator from Michigan from 1859-1861. He was first elected to Congress as a Democrat who opposed the expansion of slavery and was one of the few in his party at the time to support the Wilmot Proviso. Bingham later changed party affiliation to the Free Soil Party and then the Republican Party. Bingham addresses several points on the overarching subject of U.S. territories with emphasis on California and New Mexico which were recently acquired through the Treaty of Guadalupe Hidalgo following the Mexican-American War. Bingham begins by noting the failed Wilmot Proviso which passed in the House but was rejected by the Senate; this Proviso would have banned slavery in all new U.S. territories. Bingham advocates for the abolition of slavery and also references the measures enacted by the Northwest Ordinance (Ordinance of 1787) which banned slavery in the region northwest of the Ohio River. Much of the remainder of his speech is a defense of admitting California and New Mexico as free, not slave, territories and denunciation of slavery in general. He refers to the Northwest Ordinance and constitutional law to back his argument.. Book. Book Condition: Good. Binding: Soft cover
