Pages are clean and intact except for light to moderate age toning, small occasional spots of foxing or discoloration, a few small dampstains limited to spine, and slight chipping and splitting along spine. A Very Good copy. A speech that was originally delivered before the United States House of Representatives on July 24, 1848 by Garnett Duncan (1800-1875), an American lawyer and politician. He served as a U.S. Representative from Kentucky from 1847-1849. He was a Whig. Duncan's speech is a critique of President James K. Polk's actions during and after the Mexican-American War. In much of his address, Duncan argues that Polk has overstepped his boundaries as the Executive and abused and misused powers not granted to him. For example, Duncan charges that Polk exercised the right to establish a civil government in Mexico when that right was the sole jurisdiction of Congress (legislative branch). Duncan uses historical examples such as Napoleon's military campaign in Russia as comparison and states that Napoleon, even though he reached Russia, neither had the right to conquest nor the right to establish a civil government there. Throughout his speech, Duncan also contends that the Mexican-American War was a war of conquest and laments the current states of the governments (or lack thereof) of Texas, California, and New Mexico..
