8vo; cloth-backed dark green pebbled cloth, with upper cover lettered in gilt; pp. (ii) + 29 + (i) + (ii) + 12 + (ii) + (ii) + 4 + 4 + 8 + 12 + 4 + 4 + 12. Cloth a bit stippled; backstrip discoloured, and frayed at head and tail; endpapers very browned; small tear from fore-edge of rear free endpaper and final text leaf, without any loss of text; names and acquisition dates of two earlier owners on front free endpaper, incl. that of 'G (?) Murray Campbell 1901' (an 'H. Murray Campbell, F.R.G.S.', of 'The Bungalow, Bricket Wood', appears in the membership list published in this volume); some foxing and browning. The Imperial Liberal Council was a reactionary group within the Liberal Party, "desirous of promoting the large and efficient development of the British Commonwealth on Liberal lines both within and outside these islands, and [whose members], accordingly, while adhering to the traditional principles of their party, and being in full sympathy with an advanced policy of social reform on broad and generous lines, are impressed with the duty of maintaining our free, tolerant and unaggressive Empire abroad." Lord Brassey served as President, and honorary members included Sir John A. Cockburn, ex-Premier of South Australia, David Mills, the Canadian Minister of Justice, and J. Rose-Innes, ex-Attorney-General of the Cape Colony. The volume consists of an introductory section, laying out the constitution, annual report, policy statement and membership of the Council, followed by a collection of Council leaflets and pamphlets on such subjects as Gladstone's Liberal Imperialism, The British Empire: Extracts from Speeches of Lord Rosebery, What is Liberal Imperialism?, An Imperial Policy in Education, and, Liberals and the Colonies. Reference is made to the Anglo-Boer War, then being waged, and the organisation appears to be at pains to counteract any dissent regarding the conduct of the War being voiced in Liberal quarters.
