JAMES M. SAPP : 1933 FASCINATING, ORIGINAL MANUSCRIPT JOURNAL AND BIBB COUNTY SURVEY ON AUTOMOBILE OWNERSHIP OFFERING AN INTERESTING GLIMPSE OF ECONOMIC LIFE AT THE TIME OF THE GREAT DEPRESSION

8vo - over 7¾" - 9¾" tall. On offer is an interesting automobile property survey completed for tax purposes in the interwar years in the American south. The survey was kept in a 3-ring binder, measuring 8.75 inches by 11 inches. There are 27 pages and they are 100% complete. The cover and ring clasp are in good condition. All of the pages are in good condition although several have pull loose from the rings. The handwriting is legible and a number of the entries are typed. This binder is a 1933 survey of motor vehicles owned in Bibb Co, Georgia. Bibb County includes the city of Macon, GA. The survey was conducted by James M Sapp who apparently worked for the Bibb County Tax Assessor's office. Sapp was born in 1900 and passed away in 1976. The data is entered on pre-printed card stock. It includes the owner's name, address, telephone number and make model and year of automobile. In some cases, he notes if the person is a negro or their occupation such as teacher or sheriff. The purpose of the survey may have been to establish a tax rate on personal owned property for the County. The value of survey though is that it provides a detailed look at ownership rates of a major family asset. An economist or historian can use this information along with other county population data to develop a more complete picture of the economic circumstances of this community at a time when U.S. unemployment rates were peaking at 25%.
