Original publisher's pamphlet printed in black ink on beige paper. No binding. Pages are held by a small amount of glue on spine. 6" x 9." Eighteen pages, complete. Pages are clean and intact overall except for two small holes in left margin near spine (likely original), light age toning throughout, small spots of dampstaining and foxing, and occasional annotation in black ink (likely contemporary). A Very Good copy. This is a message by President James Madison that transmits reprinted correspondence between Secretary of State Robert Smith (1757-1842) and General Louis-Marie Turreau of France (1756-1816). Madison's introductory statement is very brief and much of the pamphlet constitutes the letters between Smith and Turreau. One reprinted letter from General John Armstrong (1758-1843) to Smith is in the back. Also in back is a Notice to Merchants that lists imported items with associated "tares" and custom house duties. Smith and Turreau's correspondence is about items produced by the United States that are allowed to be imported into France and new tariffs enacted by the latter. The main subject of their letters appears to be a misunderstanding of which items from the U.S. are prohibited for import into France. Smith states his concern of trade blockades and the apparent prohibition of cotton and tobacco manufactured by the U.S. and that other items such as fish oil, dye wood, salt fish, cod fish, hides, and "peltry" are allowed to be imported but only under circumstances disagreeable to the U.S. However, in his letter, Armstrong forwards a past statement made by the Duke of Cadore that appears to show that France will accept all American ships loaded with merchandise of American manufacture. Armstrong briefly refers to the fact that the French custom house had accepted the American ship Ida which was loaded with cotton. The Notice to Merchants name the following which are allowed for import into France: "oars," "cotton of Brazil, Suriname, Cayenne, Demerara, & Georgia, long staple," "cotton of every other country except Naples," "logwood," "cocoa," "coffee in bags, casks," "cigars in boxes," "cloves in bags," "gum Arabic in bags," "fish oil in casks," "beans in hhds.," "indigo in seroons, in cases and casks," "pot-ash in casks," "black pepper in bags," "oak plank," "Peruvian bark in boxes, in seroons," "rice in barrels," "rum (au litre)," "rocou in casks," "clayed sugar in boxes and casks," "raw sugar in boxes and barrels," and "tobacco, in leaf, box or hhd., in sacs ou paniers.".
