Original publisher's beige paper wrappers. Text printed in black ink. No date, circa 1848. 5 3/4" x 9." Sixteen pages, complete. Pages are clean and intact overall except for light age toning throughout, a brown stain measuring 1" x 5 1/2" in upper-right corner throughout pamphlet (text still readable), small occasional spots of foxing or discoloration, and slight chipping and moderate splitting along spine (most significant split measures about halfway down spine of last leaf). A Good copy. A speech that was originally delivered before the United States House of Representatives on January 11, 1848 by Andrew Stewart (1791-1872), an American lawyer and politician. He served as a U.S. Representative from Pennsylvania from 1843-1849. He was a member of different political parties over the course of his career; he was a Democratic-Republican, Jackson Republican, Jacksonian, Whig, and Republican. At the time of this speech, Stewart was a Whig. Most of Stewart's speech is a denunciation of President James K. Polk and the economic policies enacted during his administration. For example, Stewart lambastes the tariff of 1846 and counters the Polk administration's claims that it has led to increased national revenue. Stewart argues that these claims are far from the truth and states instead that the 1846 tariff (which repealed the tariff of 1842) has only resulted in increased national debt. Included are some numerical tables with monetary figures over the years. Stewart also criticizes Polk's handling of the Mexican-American War and contends that he bypassed Congress by allowing troops to march to the Rio Grande, thus declaring war without the consent of Congress..
