The addressee was Richard Edmund St Lawrence Boyle, 9th Earl of Cork KP, PC (19 April 1829 – 22 June 1904),. He served three separate stints as Master of the Buckhounds in the 1860s and 1880s, an office which at that time entailed being Her Majesty's Representative at Ascot.
