Lounsbury. 240 x 150 mm; side-stitched printed wrappers in each case; pp. (ii) + 86, iv + 68, 59; tables; colour plates and several folding maps in fourth report. Wrappers tanned and somewhat worn in each case; institutional hand-stamps and occasional marginal pencilling. Good. "The South African Central Locust Bureau was formed in 1906 through the instrumentality of the Earl of Selborne, then His Majesty's High Commissioner in South Africa. His Excellency saw clearly that the several colonies and territories under his supervision would benefit mutually if each were kept informed in regard to locust occurrences and to locust destruction measures in the territory of its neighbours, and that it was highly desirable, in order that the pest might be intelligently combated, that the origin and movements of invading swarms be elucidated. ... The several administrations actively supporting the Bureau organised means, when such did not before exist, for the collection of information on the development and movement of locust swarms within their areas, and the information collected is forwarded without delay to the Secretary of the Bureau at Pretoria. The information thus obtained from all the various sources is indicated on maps by the use of suitable symbols, and as soon as practicable after the close of each month, the secretary issues to each of the administrations a small map of Africa south of 10 degrees S. marked to show the locust conditions of the whole country at a glance. The management of the affairs of the Bureau in general rest with a committee composed of a representative from each of the contributing adminstrations. The committee meets once a year, generally in May, and at this meeting comprehensive reports of the locust conditions for the various areas are presented. The area reports for the past year, together with the minutes of the last meeting, are here united to form, along with these preliminary notes, the fourth annual report of the Bureau." - From the Introduction of the Fourth Annual Report.
