Roosevelt, Rear Admiral H.R. Stanford, Rear Admiral A,W. Grant, Rear Admiral Winslow, Rear Admiral Charles J. Badger, Rear Admiral Victor Blue, Rear Admiral W,S. Benson, etc. Bound together with House document No. 113, Committe on Naval Affairs, House of Representratives, Tuesday June 27, 1916, a report on the effeciency of the Naval Militia.
