A speech that was originally delivered before the United States House of Representatives on July 6, 1848 by Robert Ward Johnson (1814-1879), an American lawyer and politician. He was a Democrat and served as a U.S. Representative from Arkansas from 1847-1853, a U.S. Senator from Arkansas from 1853-1861, and Chairman of the House Committee on Indian Affairs. Johnson had studied at the Choctaw Academy founded by his uncle, Richard Johnson, which was a school that aimed to teach Choctaw students in the Southeast about the English language and European-American culture. Johnson was also a Confederate States Senator from Arkansas 1862-1865. In this speech, Johnson discusses the Indian Appropriation Bill. The central cause of concern regarding it is that Senate had stricken out one of the bill's sections. The implications are that the number of Indian agents have been reduced as has the pay allotted to the agents and tribes. Johnson vehemently denounces the recent actions by the Commissioner of Indian Affairs who authorized the recent reduction of agents and pay. Johnson reasons that such actions would only cause further unrest among Indigenous Peoples, many of whom had already been forcibly removed from their homes by the U.S. government, as the decrease in agents would mean forced consolidation of warring tribes. Johnson states that the Commissioner saved $11,650 by paring down the Indian agencies, but he argues that this monetary amount will pale in comparison to the costs of settling intertribal wars that could break out due to the Commissioner's actions..
