"The Zimbabwe philosophy has always been that conservation is linked closely with human values and economic factors. Our management of elephant is first and foremost for the people of Zimbabwe: without their support we believe that all efforts to conserve major ecosystems and biological diversity will fail. This document comes three years after the African elephant was listed on Appendix 1 of CITES. At the time of the 7th Meeting of the Parties to CITES in Lausanne, Switzerland, we stated that we believed no lasting conservation solutions could come from such an action. If anything, we feel even more strongly that this is the case. ... This review comes at a time when the Zimbabwe elephant population has reached an all-time high level of over 75,000. We will almost certainly have to take drastic action to reduce their numbers to levels which are more compatible with our objectives for protected areas. Removal of the right to trade in elephant products does not remove the ecological necessity to continue managing elephant: rather, it lays an unwarranted financial burden on Departments such as ours in carrying out such management." - From the Foreword to the Second Edition, by W.
