Secretary of War Elihu Root (1845-1937) transmits the letter from Captain Harry Taylor, Corps of Engineers (1862-1930). Taylor sent his report and survey of Neah Bay, Washington state. Information includes specifications of the area and accompanying maps and a diagram. Taylor called for improvements of Neah Bay as a harbor of refuge. Elihu Root served as Secretary of War under the Theodore Roosevelt and McKinley administrations and was the Secretary of State under Roosevelt.
