Original publisher's beige wrappers with staple binding. 5 1/4" x 7 1/2." Seven pages, complete. Pages and covers are clean and intact overall except for a split going down about 2/3 along the spine. Two stamps, one on front cover reading, "Hoover War Collection," and another on inside of front cover reading, "Library of Congress Duplicate Exchanged by Transfer Jun 8 1919." "University Printing Office, Columbia University" also printed on inside of front cover. In the back is a list of Numbers 1 through 4 in Series 1 of the Columbia War Papers. A pamphlet about the treatment of German U.S. citizens during World War I. Excerpt: "The American people look with the greatest friendliness and sympathy on the German subjects who face the trial of residence here while the United States is at war with Germany. ... Nevertheless, in case of necessity, the Government is prepared and equipped to deal with any emergency which may force it to intern enemy aliens. ... At the beginning of the war, the problem of internment offered many difficulties to England, France, Russia, Italy, and the Dominion of Canada. ... In Canada, it was possible to place large numbers of interned prisoners at work on various Dominion public improvements, such as, clearing of land, road building and irrigation. Many prisoners, after a period of detention, when popular hostility toward them had diminished, were released on parole under adequate supervision. ...
