Waterhouse writes to explain reasons as to why Wise did not receive special intimation from the Prime Minister of the granting of a charter to Ilford. He points out precedent, and uses the occasion to demonstrate functional neutral operation within the Prime Minister's staff. Ronald Waterhouse was the principal Private Secretary to the Prime Minister between 1922 and 1926. At the time of writing he was in that position in Stanley Baldwin's administration.
